New Delhi [India], August 12 (ANI): The Delhi Development Authority (DDA), in its meeting chaired by Lt. Governor Sardar Taranjit Singh Sandhu, who is also Chairman, DDA, today took major decisions, including approval of the Master Plan for Delhi-2047 (MPD-2047), which will guide the future growth and development of the National Capital.

The plan will now be sent to the Ministry of Housing and Urban Affairs for final approval and subsequent notification.

Apart from this, important decisions included the Policy for Reconstruction and Redevelopment of Old DDA-built Two-Storey Units, and the Change of Land Use for development of Metro Depot of Rithala-Kundli Corridor in Narela Sub-City for expansion of metro corridor. Amendments to Unified Building Bye-Laws (UBBL)-2016 were also approved to reduce compliance burden and improve Ease of Doing Business, according to the release.

The meeting was attended by N. Saravana Kumar, Vice Chairman, DDA and other members of the Authority. Aligned with the Prime Minister's vision of Viksit Bharat 2047, the Authority has approved the Delhi Master Plan 2047. The preparation of the Master Plan has evolved through a progressive and multi-stage review process.

To ensure that the plan seamlessly aligns with ground realities, detailed consultations were held on 15.07.2025 with key administrative and infrastructure bodies, including GNCTD, MCD, NDMC, DJB, DMRC, NCRTC, RWAs and other entities.

With Delhi's population projected to grow significantly by 2047, the Master Plan adopts an integrated approach towards housing, economic growth, mobility, environmental sustainability, infrastructure, heritage conservation, urban regeneration and citizen-centric governance.

In line with the Government of India's deregulation exercise, to reduce compliance burden and improve Ease of Doing Business, the Authority has approved amendments to Unified Building Bye-Laws (UBBL)-2016 to simplify the building plan approval process.

It seeks to de-link the prior requirement of obtaining No Objection Certificates (NOCs) from the Delhi Pollution Control Committee (DPCC), Chief Inspector of Factories (CIF), Delhi Jal Board (DJB) and Forest Department for obtaining building permits. This reform is aimed at reducing procedural delays and enabling faster project approvals.

Addressing a long-standing demand from residents and public representatives, the Authority approved a comprehensive policy enabling the reconstruction and redevelopment of DDA-built two-storey dwelling units on individual plots in older housing schemes (such as Naraina Vihar) and extending it across all similarly placed schemes in Delhi.

Developed under MPD-1962, several old DDA housing schemes consist of built-up two-storey units on individual plots that are over 50 years old and structurally deficient. While vacant residential plots have clear redevelopment guidelines under prevailing MPD norms, built-up two-storey units lacked a uniform framework. With this approval, built-up two-storey units are now granted redevelopment rights on par with vacant residential plots.

Reconstruction will be governed by plot size, prevailing MPD provisions, structural safety certifications, compliance with Unified Building Bye-laws, applicable FAR, ground coverage, height norms, and fire safety requirements. The redevelopment will be subject to applicable conversion charges, betterment levy (where applicable), scrutiny fees, among others.

For expansion of the metro corridor in Narela and adjoining areas, the Authority has approved a change of Land Use (CLU) of land measuring 19.63 Ha. from 'Recreational' and 'Public & Semi Public (PSP)' to 'Transportation' for development of Metro Depot of Rithala-Kundli Corridor in Narela Sub-City (Zone P-I)

The extension of the Delhi Metro Red Line from Rithala to Kundli shall be a transformative project designed to strengthen urban mobility and regional integration, with the approved Metro Depot acting as its epicentre.

The metro line extension is expected to provide seamless connectivity and reduce travel time for thousands of daily passengers who currently rely on congested road networks by directly linking North West Delhi, Rohini and Narela Sub-Cities with Haryana.

This improved access is expected to stimulate development in the sub-cities, serving DDA's new residential projects and the proposed University Hub at Narela Sub-City, which falls along the route, while also attracting investments in residential, hospitality, retail, and services. In addition, the metro extension will also give a boost to regional economic growth by creating job opportunities tied to improved infrastructure.

Environmentally, the project will help cut down on vehicular emissions by offering a sustainable alternative to road transport. This extension will be a transformative step toward better urban mobility and regional integration. The approved proposal will be sent to the Ministry of Housing and Urban Affairs, Government of India, for issuance of the final Gazette Notification.

Other proposals approved by the Authority included Change of land use of the land parcel for an area measuring 7978 sq.m. (1.97 acres) in Village Roshanpura, Delhi, for construction of the headquarters building of the Veterinary Council of India. A public notice will be issued for inviting objections/suggestions from the public w.r.t. proposed change of land use from 'Residential' to 'Public & Semi-Public'.

The Authority has approved Change of Land Use of Plot 'Y' measuring 24,400 sq.m. from 'Transportation' (Rail Circulation) to 'Residential' located adjacent to Sarojini Nagar residential area, New Delhi. Now, a public notice is to be issued to invite objections and suggestions from the general public.

The Delhi Development Authority has approved Change of Land Use from 'Residential' to 'Public-Semi Public' of three Plots (Bungalow No. 12, 14 & 16) of area measuring 8,494.35 sq.m. at Copernicus Lane, New Delhi, allotted by L&DO to Bharatiya Vidya Bhavan (BVB) on the request of NDMC. The BVB has proposed to expand its operations towards higher education and research activities in the areas of Indian traditional knowledge systems. Now, a public notice will be issued for inviting objections and suggestions.

The Authority has approved the denotification of Industrial Areas, i.e. Mangolpuri Industrial Area, Phase I (Development Area No. 47) and Keshopur Industrial Area (Part of Development Area No. 51) for better maintenance and municipal functions.

To promote Clean and Green Delhi, the Authority has approved a change of land use from commercial (Freight Complex) to Utility for Waste-to-Energy (WtE) Plant at Pocket-C, IFC, Gazipur. The construction of the Waste-to-Energy plant will improve the air, water & environment and will contribute to a cleaner and greener Delhi.

The Authority has also approved Change of Land Use of an area measuring 752.51 sq.m. (900 sq.yds.) from 'Public and Semi-Public (PS-1)' to 'Recreational (Community Park/Park/Multipurpose/GR)' for compensatory green in lieu of the land parcel at Pocket-B, IFC, Gazipur. (ANI)
