TORONTO, Canada: Canada is putting more than 160 projects before some of the world's largest investors on September 14 as Prime Minister Mark Carney seeks new sources of capital to help the economy withstand its trade war with the United States.
About 100 global investors are expected to attend a two-day summit beginning September 14 in Toronto, where they will be matched with Canadian executives, companies, and local officials to explore potential investments and partnerships.
Confirmed attendees include BlackRock CEO Larry Fink, Blackstone President Jon Gray, Singapore fund Temasek CEO Dilhan Pillay and Dutch pension fund APG Groep CEO Annette Mosman, according to a source with knowledge of the event.
The summit is intended to begin discussions on future investments, with major deals potentially taking 12 to 18 months to materialize, a government source said.
Carney has pledged to attract C$1 trillion (US$721 billion) in investment over five years by reducing red tape and developing mining, energy, technology and infrastructure projects.
"The world's largest investors, managing over C$120 trillion dollars of assets, will come to 'peer into our shop window' because the world is looking at Canada differently," Carney said at a welcome reception on Sunday.
The push comes as Canada faces mounting tariffs from the United States, its largest trading partner. Carney has sought new business relationships in the Middle East and Asia while strengthening Canada's alliance with Europe.
Projects being presented to investors range from concepts to those ready for construction, according to a prospectus seen by Reuters, which promotes Canada as a stable and predictable market with prospects for long-term economic growth.
Carney's office declined to comment.
Technology features prominently in the proposals, with 96 data centers under development. Opportunities include an equity investment in Xanadu's photonic quantum computer, targeted for commercialization in 2029-2030; investment in a data center campus in Alberta; and project financing for a hyperscale and AI-focused campus in New Brunswick.
The Crawford Nickel Project, which is expected to produce low-carbon nickel for batteries and green steel, is also included.
Infrastructure proposals include C$900 million in financing sought for a planned high-speed transportation pod linking Calgary and Edmonton.
"This investment summit is falling at a very critical time in which Canada represents a window of stability," said Erik Peterson, managing director of Kearney's Global Business Policy Council.
Government data shows Canada's foreign direct investment flows have risen steadily since 2022. Quarterly flows averaged about C$23 billion in 2024 and 2025 and C$20 billion so far this year, compared with C$16.3 billion in 2023 and C$15 billion in 2022.
Much of the inbound investment has involved mergers and acquisitions, including Mubadala Capital's C$12 billion acquisition of CI Financial and Rio Tinto's purchase of Arcadium Lithium, as well as reinvested earnings by foreign companies.
Greenfield investment in new factories and warehouses, however, has not increased substantially since Carney took office.
Doug Porter, chief economist at BMO Capital Markets, said attracting such investment can be difficult for a mature economy.
"It will be fascinating to see if this (investment summit) actually does supercharge foreign direct investment," he said.
Carney has welcomed Saudi investors to the summit and has worked to improve Canada's relations with India and China.
Canadian financial institutions have also announced investment commitments. Royal Bank of Canada plans to invest C$1.4 billion in technology companies, Bank of Montreal has committed up to C$70 billion to critical economic sectors, CIBC has pledged C$2 billion to defense businesses, and Sun Life plans to invest C$5 billion in infrastructure projects.
Canada is well positioned in "the Rubik's cube around diversifying portfolios, geopolitics, and technological changes," said Benjamin Bergen, CEO of the Canadian Venture Capital & Private Equity Association.
"We kind of have a moment here as a country."
