KYIV, Ukraine: Russian strikes across Ukraine killed several people and wounded dozens overnight and into October 12, as Kyiv accused Moscow of breaking a proposed ceasefire on energy facilities announced by U.S. President Donald Trump.
The attacks targeted energy infrastructure, raising doubts about whether an agreement could protect power and fuel facilities from further attacks.
Trump announced that Russia and Ukraine had agreed not to target each other's energy systems, surprising Kyiv and its European allies. The move came as the U.S. president faced pressure over rising energy prices ahead of next month's midterm elections.
Trump has also announced a deal to buy diesel from Russia and urged Ukrainians to replace President Volodymyr Zelensky in elections.
European allies of Ukraine expressed doubts about the proposed energy ceasefire and urged Washington to keep pressure on Moscow. Meanwhile, the European Union approved its largest package of sanctions against Russia since its full-scale invasion of Ukraine in 2022.
Zelensky said he had learned about Trump's proposed energy ceasefire through media reports rather than direct communication from Washington.
He reported that a Russian jet-powered drone had struck a gas production facility in Ukraine around midnight. Several drones also hit a petrol station.
He said the proposed agreement could help end the war if the United States ensured Russia respected its terms. However, he added that Kyiv was still waiting for details on the conditions Washington and Moscow agreed to.
Russia said discussions about a possible energy ceasefire were continuing. Kremlin spokesman Dmitry Peskov said further details would be provided later.
However, Peskov rejected Zelensky's proposal for a 60-day ceasefire, saying Moscow wanted a lasting peace agreement rather than a temporary halt in fighting.
He said Russian President Vladimir Putin and other officials had repeatedly made it clear that Russia did not want a ceasefire and was prepared to work toward a long-term peace.
The latest violence continued into the morning, when further strikes hit residential buildings. Municipal officials reported that at least three people had been killed in overnight attacks in the city, with another 22 wounded in the morning strikes.
At least three other people were reported killed on Sunday in the western Ukrainian city of Ivano-Frankivsk.
Trump's latest announcement resembled an energy ceasefire he announced about a month earlier, which neither Russia nor Ukraine formally confirmed.
European allies call for tougher sanctions
German Chancellor Friedrich Merz said Russia would only negotiate seriously if it faced sustained pressure. He confirmed that Germany would continue supporting sanctions against Moscow.
Merz also called for stronger measures following Russian attacks on civilian energy facilities in Ukraine.
Ukraine has increasingly targeted Russian oil refineries and fuel transport centers in recent months. Kyiv sees these attacks as a response to Russia's repeated strikes on Ukrainian cities and its campaign against the country's electricity and heating systems.
Russian attacks on energy infrastructure have caused particular concern ahead of winter, when damage to heating and power supplies could leave civilians facing severe conditions.
Trump has grown increasingly frustrated with Ukraine's attacks on Russian oil facilities. He has blamed them for contributing to rising fuel costs, particularly diesel prices, which have reached record levels since the United States launched its military campaign against Iran.
On October 10, Trump warned Zelensky that he had "better damn well stop" attacking Russian refineries.
