JOHANNESBURG, July 28 (Xinhua) -- China's success in eradicating extreme poverty demonstrates strong political commitment and targeted policies, offering valuable guidance for African countries, a South African media executive has said.
"It's clear that poverty reduction is most effective when it is targeted, coordinated, and focused on building long-term economic opportunities rather than providing short-term relief alone," John Bailey, chief executive officer of South African media outlet Sunday World, told Xinhua in a recent interview.
Bailey recently wound up his fourth visit to northwest China's Ningxia Hui Autonomous Region, where he observed local poverty alleviation and rural revitalization efforts firsthand.
Before joining Sunday World, he spent nearly a decade based in China as a correspondent for South Africa's TV and online news service eNCA.
Having witnessed China's development for nearly 10 years, Bailey said the defining feature of China's poverty alleviation efforts is their precision.
"The striking aspect of China's poverty alleviation policies is the highly targeted, household-by-household approach that identified each poor household individually and provided assistance tailored to its specific needs," he said.
Among the initiatives that left a lasting impression on him were programs aimed at empowering rural women.
"These programs stand out because they recognized that women in rural areas often face multiple barriers, including limited education, fewer employment opportunities, traditional gender roles and limited access to finance," Bailey said.
Bailey also highlighted China's detailed household-level data collection, customized interventions, clear accountability mechanisms, large-scale fiscal investment, and continuous monitoring and evaluation.
Beyond these technical measures, Bailey said what impressed him most was China's political determination to eliminate poverty.
"Poverty can only be eradicated if national leaders are focused, deliberate, and have the political will to address the problems head-on," he said.
Regarding Africa's development agenda, he said China's experience provides practical insights, while emphasizing that each country should pursue a development path suited to its own circumstances.
"African countries must combine investments in infrastructure, education, agriculture, women's economic empowerment and accountable institutions" to successfully combat poverty, Bailey added.
