KYIV, Ukraine: A major Russian airstrike killed 16 people and injured more than 40 in Kyiv and the surrounding region on August 20. Ukrainian President Volodymyr Zelenskyy said that delays by Ukraine's allies in replacing its air defense missiles were costing lives.
Ukraine's air force said Russia launched dozens of cruise, ballistic and hypersonic missiles, along with 168 drones, during the large overnight attack.
The air force said Ukrainian forces shot down nearly 90 percent of the drones and most of the cruise missiles. It did not say how many ballistic missiles Russia launched or whether any of them were intercepted.
Zelenskyy described the attack as one of the most "cynical, calculated, and large-scale" strikes of the four-and-a-half-year war.
The upper floors of a nine-storey residential building were destroyed in Kyiv's Solomianskyi district, Mayor Vitali Klitschko said.
Zelenskyy said 30 residential buildings, a school, a children's hospital and a kindergarten were damaged in Kyiv and nearby areas.
Private energy company DTEK said it had restored electricity to about 90,000 homes that lost power because of the attack.
Russia's defense ministry said its forces carried out air and drone strikes on Kyiv and the surrounding region. It said the attacks hit facilities that produce drone parts, a military depot, a logistics center and other targets.
Russian forces also attacked a border crossing with Moldova in Ukraine's Odesa region near the Black Sea. Repeated Russian attacks on ports and ships in the area have severely disrupted Ukraine's important agricultural exports in recent weeks and put pressure on global food prices.
As Russia has increased its use of ballistic missiles in recent months, Zelenskyy has repeatedly asked Ukraine's allies to replace its supply of Patriot interceptor missiles. The Patriot system is the only weapon in Ukraine's arsenal capable of intercepting ballistic missiles.
Zelenskyy said Russia would not take peace negotiations seriously while Ukraine lacked enough missile defenses to protect its cities. U.S.-backed talks aimed at ending the war stalled earlier this year after Kyiv rejected Russian demands for Ukraine to give up more territory.
Zelenskyy also said the international response to Russian attacks had not always been strong enough.
EU Commission President Ursula von der Leyen responded to Zelenskyy's message on X by saying she was working with EU member states and other partners to provide Ukraine with anti-ballistic defense capabilities. She described this as the most urgent priority.
Ukrainian Prime Minister Sergii Koretskyi said the attack lasted nearly nine hours and damaged some food warehouses and Red Cross facilities around Kyiv.
Ukraine has also increased its attacks inside Russia. Its forces have targeted oil facilities and logistics infrastructure in an effort to reduce Moscow's ability to continue the war.
Overnight, authorities in Russia's Tatarstan region, about 1,000 km (620 miles) east of Moscow, reported a disruption at an industrial complex in the city of Nizhnekamsk after a Ukrainian drone attack. They also said some residential apartments were damaged.
Ukraine's military said it had struck the TANECO oil refinery and an oil terminal in Russia's Krasnodar region.
Zelenskyy said this month that Ukraine had given peace proposals to U.S. negotiators Steve Witkoff and Jared Kushner as part of efforts to develop a plan to end the war.
The Kremlin said on August 20 that it had no information about a possible visit to Moscow by Kushner and Witkoff.
A source familiar with the discussions said no date had yet been confirmed for a possible visit by the two negotiators to Ukraine.
