The joint statement sets the 2027 EU-Canada summit as the target for defining the closer association.
BRUSSELS, Oct. 30 (Xinhua) -- The European Union (EU) and Canada on Friday launched "Alliance for the Future" and opted for "ever-closer association" instead of using the name "associate member" in their summit joint statement.
Meeting in Montreal in eastern Canada, the two sides pledged to define the closer relationship, short of full EU membership, by their 2027 summit.
European Commission President Ursula von der Leyen, nevertheless, continued to advocate associate membership, saying after the summit that the idea had been a main point of discussion.
WHAT IS AN "ASSOCIATE MEMBER"?
The proposed status remains undefined. In her statement following the summit, von der Leyen described the idea as "association without accession." She said EU treaties prevented a country outside Europe from joining, but envisaged a partnership closer to membership than any previous arrangement.
The joint statement establishes no new membership category. It provides for closer political engagement through summits, ministerial exchanges and cooperation committees, while leaving the broader concept for further negotiation.
"We will work to define the concept of an ever-closer association of Canada to the EU, short of full membership itself, to reflect, through this even closer association, our common endeavour and cooperation towards our shared goals of prosperity, economic security and strategic autonomy," it said.
WHAT COULD CANADA GAIN, AND WHAT WOULD IT CONTRIBUTE?
Von der Leyen outlined closer policy consultations, expanded research cooperation and deeper Canadian participation in EU programs.
The joint statement announced the conclusion of substantive negotiations on a Digital Trade Agreement and welcomed Canada's participation in the European High-Performance Computing Joint Undertaking. Negotiations will also pursue deeper participation in Erasmus+, the EU's education and youth program.
According to the Canadian prime minister's office, Canada intends to participate in the EU's 90 billion euro (100 billion U.S. dollars) Ukraine Support Loan.
WHY HAVE SOME EU COUNTRIES QUESTIONED THE LABEL?
Ahead of the summit, Germany, France, Italy and Greece had objected to mentioning associate membership in the draft declaration, according to a report of POLITICO.
At a government briefing in September, German spokesperson Stefan Kornelius welcomed a particularly close partnership and new models of cooperation, but said the proposed title of "associate member" should be reconsidered.
Analysts said that governments feared the designation could complicate the relations with Ukraine, which seeks full membership of the bloc, and with Norway and Switzerland, which already have special arrangements with the EU.
The Commission acknowledged that member states were making efforts over the wording at a news briefing on Thursday. The final statement leaves the title aside while preserving an extensive cooperation agenda.
WHY ARE THE TWO SIDES MOVING CLOSER NOW?
The joint statement cites geopolitical tensions, economic fragmentation, climate change and technological transformation as reasons for a deeper relationship.
Analysts described the summit as part of efforts by both sides to reduce their dependence on the United States, and to search for new alliances amid international tensions.
The joint statement also expressed regret over U.S. sanctions against the International Criminal Court, illustrating shared differences with Washington.
Von der Leyen argued that acting together would strengthen their ability to respond to a changing world, though she said the partnership was not directed against anyone else.
WHAT'S NEXT?
The joint statement sets the 2027 EU-Canada summit as the target for defining the closer association.
Von der Leyen also announced a meeting between the Canadian government and the full European Commission in spring.
Meanwhile, the two sides will pursue negotiations on deeper Erasmus+ participation and a framework for Canadian access to Galileo services, alongside discussions on mobility and professional qualifications.
These processes will determine how the summit's political commitments translate into practical access responsibilities and opportunities for citizens and businesses.
